A person who laced sweets with tranquilliser and gave them to children at a summer camp in the area has confessed to sexual crimes against two children both between nine and ten.
The accused was detained after eight youngsters and a grown-up fell ill at the facility in July.
The 76-year-old, from that region, pleaded guilty to a series of 17 offences when he stood at Leicester Crown Court on Friday.
However, he disputed a single sexual charge he was charged with, which was against a nine-year-old child.
The accused was held in detention prior to a further hearing on November 28th.
'Sweet game'
The legal representative, prosecuting, detailed the criminal behavior to the judicial body.
She explained his those affected were under-privileged children who were staying at a youth camp which he operated.
The man played a "candy game" with the minors, the prosecutor stated, in which he would go into the boys' rooms when they were settling down and tell them to consume candy "as fast as possible".
She informed the proceedings Ruben had conducted this practice with the young males "over an extended period", and children had previously fallen ill the following morning.
She stated the defendant had been capable of justifying this for many years as the minors being "overwrought by enjoyment", until his stepson had worries in recently.
The legal representative stated further: "In the summer" his stepson had concerns about what was going on, for good reason.
"They resolved" to have a look in the individual's items."
The prosecutor said objects including infant oil, ointment and syringes were discovered, and his stepchild contacted the police about his concerns.
She said the man continued to engage in the "treat game" with six children that evening - July 26th - and they were everyone unwell the subsequent day.
"Authorities" had not arrived by that point," she stated further.
The oversight body, the police conduct office, had stated that it was examining Leicestershire Police's handling of the incident.
Mrs Prior stated the youngsters were struggling to walk due to their sickness, so Ruben's stepson contacted the police a second time.
She stated Ruben then engaged in the "treat game" in a area of five minors.
